In January, 2019, with the technical support of China Mobile, the "Cloud City Management" in Xiacheng District of Hangzhou started the nationwide leading blockchain application in the field of urban management, and realized the intelligent management of three kinds of smart management, namely intelligent river monitoring, real-time monitoring of road conditions and AI video surveillance. 

Recently, China Mobile and Xiacheng Urban Management Bureau jointly created Hangzhou's first environmental sanitation dynamic management model platform based on 5G and blockchain technology—urban management "Red Flag Team”.

Urban management "Red Flag Team”: Let urban management be as fine as embroidery

There are 25 sanitation workers in the "Red Flag Team". Instead of holding big brooms, these sanitation workers are equipped with 14 sets of intelligent sanitation equipment. "In the past, they only dealt with hygiene problems. Now their duty has expanded to municipal, sequencing, lighting, transportation, parking, greening, garbage sorting and other aspects,” said Zhang Yiheng, Director of Xiacheng Urban Management Bureau.

The whole management area is connected with AI, which realizes "AI autonomy”. Any situation can be seen on the screen of the command center of the red flag team. For example, when the screen of the command shows that a shell box somewhere is red, it means that the shell box has been full, and then red flag team members will go to deal with it.

In the aspect of river water quality monitoring, the AI river monitoring function of “Cloud City Management" in Xiacheng District can perfectly compete the mission of water quality supervision. "We have installed underwater robots at the outfall of each river channel, which can use 5G technology for real-time monitoring of water quality data and send pictures back." Zhang Yiheng introduced.

In terms of road monitoring, "Cloud City Management" cooperates with taxi companies. Taxi drivers have installed "sensors" in their mobile phones. All the data monitored by mobile phone sensors are transmitted back to the "Cloud City Management" system. “Once there was a manhole cover on Dongxin Road, which is two centimeters higher than the ground, resulting in uneven road surface. The “Cloud City Management” found this problem and we immediately sent maintenance staff to repair it. "Zhang Yiheng said.

As the first system developed with the help of blockchain technology, the "Cloud City Management" system is based on the blockchain service network (BSN) developed by China Mobile, which realizes the data synchronization and real-time sharing of data of traffic, urban management, municipal administration, road administration, and street, and improves the level of city management.
