Dealing with issues such as permit-issuing, registration, accreditation and approval of projects took people much labor and time in the past. Visiting various departments, enduring redundant application process and collecting a bunch of material to accomplish requests were common things, which made it even harder for the overseas Chinese, who had to travel all the way back to China to get matters handled. 

在过去，办证、登记、资质认定、报批项目并不是一件轻松的小事。办事跑断腿、开不完的证明、等不完的队都是群众办事的真实写照。对于侨胞来说，情况更是麻烦，回国办事还要遭受奔波之苦。

The issue caught the attention of Zhejiang provincial government, resulting in the launch of the “One Visit at Most” Reform around the province. 

针对群众办事难的现实问题，浙江给出一个漂亮的答案：“最多跑一次”改革。

The reform was put forward to the public for the first time at the Zhejiang Provincial Party Committee Economic Work Conference held on December 2016. In 2017 the implementation of “One Visit at Most” Reform in Zhejiang was written down in Zhejiang Provincial Government Work Report. 

2016年，浙江省委经济工作会议首次公开提出“最多跑一次”改革。2017年浙江省政府工作报告，正式提出浙江实施“最多跑一次”改革。

“We will make progress with the Internet Plus Government Services model, enabling more matters to be processed online, and doing our best to see that things requiring presence in person get done in one place and without the need for a second trip,” said Premier Li Keqiang while delivering the government work report at the First Session of the 13th National People’s Congress on Mach 5, 2018. The “One Visit at Most” Reform honorably appeared in the government work report, initiating numerous innovative “One Visit at Most” programs around the nation. Zhejiang’s successful experience has been spreading across China. 

2018年3月5日，在十三届全国人大二次会议开幕会上，李克强总理所作的政府工作报告提出，深入推进“互联网+政务服务”，使更多事项在网上办理，必须到现场办的也要力争做到“只进一扇门”、“最多跑一次”。“最多跑一次” 写入中国政府工作报告，将浙江经验推向全国，各地开始涌现“最多跑一次”改革创新举措。

Things have changed ever since after years of exploration and practice. The reform facilitated by the “Internet government services” has standardized the administrative procedures in Zhejiang, making impressive progress. Not only does the reform allow locals to achieve their goals by paying just one visit to the relevant department and enjoy the “green passage” service, but it also benefits the overseas Chinese far away from home in handling matters. 

近年来，“最多跑一次”改革在浙江全面铺开，各地改革成效斐然。通过“互联网+政务服务”，“最多跑一次”改革提高了政府服务效能，大大方便了人民群众办事。老百姓办事跑得越来越少，办手续越来约快捷，社会反响越来越好。如今在浙江各地办事，老百姓都能享受到便捷、高效的服务，身处万里之遥的侨胞也能享受到改革红利。

The Zhejiang Top 20 “One Visit at Most” Cases in 2018 was unveiled on March 19, 2019. Wenzhou Overseas Chinese Service, an international telecommunications program that specializes in assisting overseas Chinese in handling matters abroad, made onto the list. 

3月8日，2018年度“最多跑一次”改革地方最佳实践案例评选结果揭晓，温州市“全球通”平台为侨服务被评为2018年度20个“最多跑一次”改革地方最佳实践案例之一。

Aiming at tackling the problems in handling matters for the overseas Chinese and compatriots from Hongkong and Macau, costly traveling fee and time-consuming process to name a few, the service is to share the benefits of reform with worldwide Wenzhou people. 

温州针对温籍华侨华人、港澳同胞华侨回国办事成本高、耗时多等问题，率先探索跨境为侨服务，推出为侨服务“全球通”平台，让世界各地的温州人共享改革红利。

Under the initiative of the program, a one-stop services counter was established in Wenzhou particularly for handling matters of overseas Chinese. Moreover, Wenzhou has set up international convenient services stands in Paris, Prato, Rome, Milan, Dubai and Johannesburg. An integrated network platform facilitated by technologies such as video calling services, identity authentication, electronic signature and remote forensics, is now in operation to connect service counters at home and abroad and to realize synergetic work. 

建立国内服务窗口，设立为侨服务“全球通”服务窗口，“一窗”办理涉侨事务。设立海外服务网点，实现“一门受理”，已在法国巴黎，意大利普拉托、罗马、米兰，阿联酋迪拜，南非约翰内斯堡等6个城市设立服务点。建设统一网络平台，实现“一网运行”，引入网络视频、身份认证、电子签名、远程取证等技术，连接海外服务点和国内服务窗口，实现全流程协同办公。

With the launch of the service in November 2018, 80 cross-border procedures including notarization, household registration, entry and exit applications, mediation, etc., can be achieved via the Wenzhou Overseas Chinese Service. No more traveling back and forth tediously. Accreditations, applications and interviews can be completed in just half an hour, even without the presence of applicants! 

11月9日，随着“全球通”平台的正式运行，公证、户籍、出入境、不动产、调解等80个跨境办理事项可实现“一网通办”，华侨办事不再需要来回打“飞的”。

Ningbo melts the hearts of overseas Chinese with “One Visit at Most” Reform

宁波“最多跑一次”跑进侨民心坎里 

Today people around Zhejiang are benefiting from the “One Visit at Most” Reform and enjoying the great convenience brought by the service when handling the exit and entry matters. And Zhang Yanqin, a 71-year-old Chinese-Swedish in Ningbo, Zhejiang Province, is among one of the beneficiaries. 

如今在浙江各地办理出入境事项，人人都能享受到快捷便利的服务，宁波71岁的瑞典籍华侨张艳琴就是受益者之一。

Ms. Zhang immigrated to Sweden thirty years ago. She has traveled to and from China with a short-term visa over the years. She can stay in China for up to 90 days at a time, after which she will have to return to Sweden. In recent years, the time she stays in China is getting longer. 

30年前，张燕琴举家移民瑞典。多年来，张燕琴靠短期签证往返中国和瑞典，一次最多可以在中国停留90天，期满后就得返回瑞典。近年来，张燕琴回老家待着的时间越来越长。

Last October, seeing that her short-term visa was close to expiration, Ms. Zhang called the Exit-Entry Administration of Beilun Branch of Ningbo Municipal Public Security Bureau to consult the five-year visa. The official listed for her a detailed list of the material needed. 

2018年10月，眼看短期签证又要到期了，张燕琴打电话向宁波市北仑区公安分局出入境管理大队咨询五年签证办理事宜。窗口民警给她写了个清单，交待得十分详细。

With the list in hand, the lady still got questions over the address and application procedures. She called the police again for inquiring. This time the police contacted Ms. Zhang’s residential community and the police station in her area.  

老太太拿着清单却发了愁，办哪些材料是搞明白了，但是去哪里、怎么办，她还是不知道。张燕琴老太太又给出入境打了电话，民警随即帮忙联系相关的派出所和社区。

Out of the lady’s expectation, the police from the Exit-Entry Administration of Beilun Branch of Ningbo Municipal Public Security Bureau came to her house to take document picture for her and took the paper prepared back to office to complete the application. Two days later, the visa was delivered to Ms. Zhang. 

老太太没想到，北仑出入境大队的民警还上门来取了她的护照，给她拍证件照，过了两天，就把办好签证的护照送上门了。

"I was totally surprised! I really didn’t expect that they are now so efficient!" Ms. Zhang told the reporter. Now she can travel freely to and from China within five years and the staying time in China is up to her will. 

张燕琴又惊又喜：“我真没想到，现在公安机关的办事效率这么高，太感谢了！”现在，张燕琴可以在5年内自由往返中国和瑞典，在国内停留时间可以由自己决定。

The story is just a miniature of the “One Visit at Most” Reform carried out by Zhejiang’s public security organs. Through the informationization, scientific and technological construction and service innovation, they have changed the “running errands” to “data running”. By placing the public’s need at heart, they have won praises from locals and melted the hearts of overseas Zhejiang people as well. 

这样的故事，只是浙江公安机关开展“最多跑一次”改革的一个缩影。浙江公安机关通过信息化、科技化建设以及服务创新，想群众所想、急群众所急，让群众少跑腿，也“跑”进了侨胞的心坎里。

Based on the mediation center, judicial liaison platform and Internet court for the overseas Chinese, Zhejiang’s Qingtian County in 2018 pushed forward the Qiaohaitong, a cross-border video calling service center that fully integrates accreditations, mediation and remote emergency response. The center creates better experience for overseas Chinese in handling issues, turning “One Visit at Most” a reality.  

2018年以来，青田在已经建立的涉侨调解中心、海外司法联络平台和涉侨网络法庭等多元化的涉侨服务体系基础上，创新打造了集涉侨跨境审批、跨境调解、远程应急处置指挥、远程会议、远程教育培训为一体的综合平台——“侨海通”跨境视频服务中心。

Qingtian County was once called "the closest place to globalization" as it has over 300 years' history of migration and is home to another 330,000 people who live in 128 countries and regions around the world.  

青田，被誉为“离全球化最近的地方”，有名的侨乡。青田有33万华侨遍及世界120多个国家和地区。

Thus the overseas Chinese affairs have long been a concern for Qingtian County Party Committee and Qiantian County Government, who have been making efforts in pushing forward innovative services. In light of the special environment, the local government has made efforts to promote the “One Visit at Most” Reform and rolled out series of measures to better the service mechanism for the returned overseas Chinese, setting up for them better service mechanisms, effective platform and creative service mode for handling affairs.

国际版“最多跑一次”！莲都区“警侨联络中心”启动

Far away from home? Tired of traveling all the way back to China? Zijin Police Station of Liandu District Branch of Lishui Public Security Bureau gets good news for overseas Chinese! Liandu District’s Police Station - Overseas Chinese Communication Center, a special platform for handling overseas Chinese matters in the place, also the first of its kind in the city, announced its opening in Liandu District of Lishui City, Zhejiang Province on August 2, 2018. 

 急着办理手续，但是离家万里之遥？专程赶回来，但国际航班机票昂贵?这都不是事儿！莲都区“警侨联络中心”给侨胞带来好消息，2018年8月2日，丽水市首个“警侨联络中心”在莲都公安分局紫金派出所揭牌成立。

Liandu District is the second largest hometown of overseas Chinese in Lishui City with growing accumulative effects. And Zijin Sub-District of Liandu District, housing near 20,000 overseas compatriots and their relatives, is among the most overseas Chinese concentrated place in the area, shedding light upon the necessity of the center’s establishment. 

为什么在莲都建立警侨联络中心？莲都区是丽水的第二大侨乡，城市集聚功能明显，全区侨胞侨眷人数呈不断上升态势。紫金街道作为城区最大的派出所，辖区有侨胞侨眷近2万人，也是侨务资源最集中的区域。

No need to travel all the back to Lishui, the applicants can through the formalities via the Internet and the video calling provided by the center, expediting the process and making things more convenient for the overseas Chinese. Other services of the center include disputes resolving and remote legal assistance.  

现在，辖区内侨胞办事不必专程赶回莲都。“警侨联络中心”为华侨提供一个更便捷的办事通道，突破空间距离障碍，通过视频审核为身在海外华侨同胞开具业务证明、创立涉侨纠纷调处平台、设立涉侨法律知识援助等事务。

The center, facilitated by the “Internet Plus” service model, serves as a major lubricant in settling disputes and maintaining social stability and sets an example for the international version of “One Visit at Most” Reform in the fields concerned with overseas Chinese.

“I want to take a moment to thank Zhejiang provincial government for all the convenient service they’ve provided, particularly during my latest application of the passport,” said Yang Surong, a returned overseas Chinese in Qingtian County of Zhejiang Province, in an appreciation letter to All-China Federation of Returned Overseas Chinese. The letter was reported by Zhejiang Daily on October 6, 2017. 

2017年10月6日，《浙江日报》刊登了一篇报道，文中提到青田华侨杨苏荣写给中国侨联主席的信。杨苏荣在感谢信中这样写道: “我希望通过中国侨联对浙江省委、省政府推出便民措施表示感谢……”起因就是他体验了一次浙江的“最多跑一次”服务。

It all started from June 2017 when Yang was frustrated over the application of a new passport for her newborn baby who was brought back with him to Qingtain with only a travel document issued by the overseas embassy. Beset with procedures, Yang turned to his friend for help. He was invited immediately by the friend to a local “One Visit at Most” online Wechat group and provided with detailed handling instructions.  

时间回到2017年6月，杨苏荣带着刚出生不久的女儿回国探亲。因为女儿持国外使馆签发的旅行证回国，需要办理新的护照。可是如何办理、需要什么材料，杨苏荣对这些信息一无所知，就向多位朋友求助。就在杨苏荣感到茫然时，有位朋友把杨苏荣邀请至一个解答疑惑的微信群，马上就有人为他列出了所需材料与办理流程。

Yang on June 28 brought his daughter to the reception hall of Exit-Entry Administration of Qingtian County Public Security Bureau, where the staff members greeted them with warm smile and guided Yang through the dealings, including printing and filling out applications, via automatic machines. 

6月28日，杨苏荣带着女儿走进青田县出入境接待大厅。刚进门，就有一位工作人员微笑着询问其需要办理什么业务，并引导杨苏荣通过大厅内的自助设备快速填写并打印申请表。

What he did not expect was that all the application, registration and payment were managed in just 10 minutes! 

令杨苏荣没想到的是，窗口工作人员很快完成了审查、录入、缴费等工作。不到10分钟，便完成了办理手续！

"We are promoting the online procedures handling services. From passport application, the issuing of two-way travel pass to Hong Kong and Macao and the endorsement, to the issuing of the two-way travel pass to Taiwan and the endorsement, all the process can be done via the Internet: the application can be reserved online and the document sent to applicants via delivery services. We are posting relevant news and policies on new media platforms such as Wechat to make it easier for the oversea Chinese to get useful information,” said Ye Weiwen, an official in Exit-Entry Administration of Qingtian County Public Security Bureau. Starting from June 2017, they have established a Wechat group to provide consultations for the overseas Chinese. 

“我们通过做强‘线上办理’，普通护照办理、往来港澳通行证及签注、往来台湾通行证及签注可以实现网上预约、网上流转、快递送达。同时，通过微信等新媒体，进行线上信息发布、政策咨询、线上解答等，方便广大侨胞及时了解国内改革的情况。”青田县公安局出入境管理大队大队长叶伟文说，今年6月初，他们建立了一个微信群，为侨胞提供相关服务。

“Zhejiang’s ‘One Visit at Most’ reform is closely related to people's lives and is virtually benefitting the overseas Chinese. I need to report my experience to All-China Federation of Returned Overseas Chinese, so that more overseas Chinese can learn about this exciting new change in China,” said Yang. 

杨苏荣表示：“我认为‘最多跑一次’与我们每一位侨胞息息相关，给我和广大侨胞带来了实实在在的便利与实惠。应该向侨联汇报这件事，以便让更多侨胞去了解、去体验这种变化。”

Data show that the reform has covered all the administrative services related to overseas Chinese in Qingtian County. Up to now, the “One Visit at Most” administrative handlings and dealings related to overseas Chinese in the county have amounted to 17,191 as of reporting date. 

据了解，截至2017年10月6日，青田全县涉侨行政服务事项已全部实现“最多跑一次”，累计办理涉侨行政服务“最多跑一次”事项、“零跑腿”事项达17191件。

Up until now, the number of “One Visit at Most” primary items at provincial, municipal and county levels has amounted to 1,411, and the sub-items 3,443, covering almost all the public services. According to the sample survey conducted by a third-party organization, the satisfaction rate of “One Visit at Most” Reform in Zhejiang Province has reached 94.7%. 

截至目前，浙江梳理公布的省、市、县三级“最多跑一次”办事事项主项已达1411项、子项3443项，基本包括所有权力事项和公共服务事项。第三方机构组织的抽样调查结果显示，浙江“最多跑一次”改革满意率达到94.7%。
