Arthur Chang, who is from Hong Kong, is the founder and chairman of Hangzhou UCO Group. He has been working and living in Hangzhou for more than a decade. Over the years, he has witnessed Hangzhou's transformation into a digital city and has come to regard Hangzhou as his second home.
