From January 1, 2023, the Hangzhou-Huizhou Expressway will add a new government-paid toll-free section. In addition to the toll-free road sections between Hangzhou West to Lin'an and Hangzhou West to Yuhang, a section from Lin'an to Yuhang has been added (Zhejiang Class 1 passenger car with ETC debit card). Vehicle tolls will be paid by the Lin'an District Government. This toll reduction policy is tentatively scheduled for two years until December 31, 2024.

The tolls for the Hangzhou West to Lin'an and Hangzhou West to Yuhang sections of the Hangzhou-Huizhou Expressway will be borne by the government since 2019. Since the implementation of the policy nearly 4 years ago, people's travel has become more convenient, and the pace of Lin'an's integration into Hangzhou has been accelerating. However, the section between Lin'an and Yuhang has not been included in the scope of the government's payment. Therefore, some drivers often do not understand why there is a "vacuum section" between Lin'an and Hangzhou.

As the owner of the expressway, CICO Expressway Hangzhou North Management Center has actively connected with the Lin’an District Government and the District Transportation Bureau in recent years, and has been committed to opening up the "last highway" paid by the government. From January 1, 2023, the 30-kilometer road between Lin'an and Hangzhou on the Hangzhou-Huizhou Expressway has achieved full coverage of government-paid tolls.

The implementation of this people's livelihood project has made people's travel faster and more convenient, and is also conducive to building a better business environment. This policy makes the West City Science and Technology Innovation Corridor, Future Science and Technology City, and Qingshan Lake Science and Technology City more closely connected, which is of great significance to promoting regional integration and accelerating local economic development.
