The seminar on improving governance capacity of universities in developing countries in 2019 was sponsored by the Ministry of Commerce and undertaken by the International Foreign Aid Base of Zhejiang Normal University (ZNU). In attendance were education administrators from different countries such as the Philippines, Laos, Romania, Malaysia, and Sri Lanka, as well as the students of the School of Economics and Management of ZNU, the China-Africa International Business School MBA students of ZNU, and the Foreign Languages College MTI (master's degree of translation and interpretation) students.

Under the guidance of Huang Jian, mayor of Luobu Town, and many other town leaders the delegation visited the new rural construction in Luobu. While there, the international students gained a better understanding of China's rural construction in the new era and marveled at the rapid development of these rural areas. The visit's ceremony was presided over by Zhang Xiaotong, deputy mayor of Luobu.

Afterwards, all the participants of the seminar gathered to go to Shaxi Village to experience traditional Chinese farming culture. During the visit, the students learned about farming techniques as well as traditional Chinese culture. They expressed their hopes of bringing the experience back to their homeland and promoting business and cultural cooperation between China and their countries.
