The Xiaoshan district of Hangzhou – capital of East China's Zhejiang province – is introducing a youth card called the Xiaoran Youth Talent Card in January 2025 to inspire young talent and to enhance their living and working experience.
Announced during the "City of Youth Aspirations" news conference on Dec 30, the card offers integrated access to youth policies, services and benefits.
Eligible individuals – including employees under 40 and professionals under 45 contributing to Xiaoshan's social security – can enjoy features such as seamless access to policies, discounts on sports and entertainment and certain financial support.
The card also provides exclusive benefits like free accommodation for jobseekers, rental subsidies and vouchers for fitness and leisure activities.
Xiaoshan aims to be home to over 1 million young residents by focusing on talent support, entrepreneurship and employment initiatives. Other measures include enhanced housing support, child education resources and targeted subsidies for innovators and startups.
The district's efforts align with its vision to create a vibrant hub where every young person's dream is nurtured, achievements celebrated and their future is empowered. In fact, young professionals are invited to explore Xiaoshan, where innovation is said to meet opportunity.
