The Mountain-Sea Collaboration Project is a major strategic decision made by Xi Jinping during his work in Zhejiang, and is also an important element of the "double eight strategy". Over the years, successive Zhejiang provincial-level committees of CPC and provincial governments have adhered to a blueprint to the end, consistently and deeply implementing the Mountain-Sea Collaboration Project, promoting Zhejiang as one of the most coordinated provinces in regional development.

"Whether the 26 counties in mountain areas can achieve leapfrogging high-quality development and achieve landmark results is a matter of the overall situation of the construction of the common prosperity demonstration area." The main person in charge of the Zhejiang provincial-level committees of CPC said that Zhejiang is further improving the provincial coordination mechanism, innovating the implementation of the upgraded version of mountain-sea collaboration, promoting leapfrogging high-quality development in the 26 mountain counties, and accelerating the narrowing of the regional development gap.

Improving the quality and speed of enclave construction

That land resources are "few and scattered" is a problem that mountain counties often encounter when planning development zones. Zhejiang has issued implementation opinions to further support the high-quality construction and development of mountain-sea collaboration enclaves, supporting the 26 mountain counties to invest in the industrial construction enclaves, science and innovation enclaves, and "eliminating weak collective economy villages" enclaves in developed areas of the province, injecting more momentum into mountain area development. 

At present, Zhejiang has 42 enclave parks of mountain-sea collaboration. Among them, 30 "eliminating weak collective economy villages" enclaves drive 26 counties with more than 2,500 villages with weak collective economies to achieve income growth, making a return of more than 200 million yuan. Since this year, the construction of enclaves is to improve the quality and speed, and has drawn up 28 site selection programs and signed a total of 9 agreements.

"One county, one policy" for targeted efforts

Zhejiang's innovative compilation of "one county, one policy" development initiatives increased support and guidance. 

"At present, the province has 68 platforms for mountain-sea collaboration. In accordance with the positioning of promoting green development and industrial enrichment in mountain counties, we have built 18 ecological tourism and cultural industrial parks, introduced 199 projects, and completed fixed asset investment of 33.3 billion yuan." The person in charge of the Zhejiang Provincial Development and Reform Commission said.

Accelerating cadres and talent resources to the mountain counties

Zhejiang is increasing the exchange of cadres and talents between provincial authorities, economically developed areas, and 26 mountain counties, and accelerating the resources to the counties, such as comprehensively promoting the construction of urban and rural education communities, forming 26 "light of hope" education expert groups, and carrying out group-typed help; promoting the precise sinking of high-quality medical resources by stratification and classification, promoting the sinking of provincial and municipal tertiary hospitals with strong comprehensive strength in the province, and realizing the full coverage of the twinning of 26 mountain counties...

From focusing on improving the level of public service sharing to making up for the shortcomings of infrastructure, Zhejiang has been coordinating resources to increase "blood transfusion", promoting the 26 mountain counties to accelerate the formation of self-blood-building mechanisms and enhance endogenous development momentum, and striving to make the Mountain-Sea Collaboration Project a landmark project in building a model area for common prosperity.
