By the end of March, the livelihood matters that can be handled at township level of Deqing County, Huzhou City reached 56.8%.


170 highly demanded livelihood matters, such as the handling of homestead registration, senior citizen privilege card and going-abroad (outbound) documents, can be handled in township (sub-district) service center for the convenience of people, bank and postal service outlets and service stations at grass-roots level, etc. in Deqing County.


The "handling matters next door" service plays an important role in deepening "One Visit at Most" reform to provide more convenience to the public.

 

According to Wang Jianguo, the Deputy Director of Government Affairs Office of Deqing County, except those regulated explicitly by laws and regulations to be implemented by certain administrative levels, all the matters for the grass-roots level could be handled at the township level in principle. 


The reason for the ahead-of-schedule achievement of annual objectives by Deqing lies in that it has constructed a refined service system and fully motivated the power at the grass-roots level. Since it is hard for the service center in small towns to directly handle matters, the policy of separation between acceptance and handling has been adopted, which allows the masses to submit materials at home and then the county-level administration to handle them; if the venue at service center for people's convenience is too small, bank and postal outlets and stations at grass-roots level will be borrowed.


By the end of June this year, 80% livelihood matters can be handled at the township level in Deqing. By the end of 2019, Deqing will achieve the goal that "small matters can be handled at the village level with no certificate; important matters can be handled at township level with an all-in-one certificate."
